LIST: Here's what is closing on the First Coast as Debby moves through Florida

Here's a county-by-county look at closures, shelters and additional resources ahead of Debby's arrival on the First Coast.

JACKSONVILLE, Fla. — Editor's Note: This story will be updated as more closures and information are announced.

Debby strengthened into a Category 1 hurricane as it barreled toward Florida's Big Bend region Sunday. It has since been downgraded to a tropical storm. 

Counties in Northeast Florida and Southeast Georgia are preparing for the storm, announcing closures for Monday ahead of Debby's arrival. 

The National Weather Service issued a tornado watch for all Northeast Florida counties and several Southeast Georgia counties until 6 a.m. Monday. Here's what to know.

Northeast Florida

Duval County

Trash Pickup: All waste collection will proceed as planned on Monday.

Jacksonville Mayor Donna Deegan declared a local state of emergency Sunday morning ahead of Debby's arrival on the First Coast. The city said the local state of emergency will likely be lifted on Tuesday.

Schools: All Duval County Public Schools schools and offices will be closed on Monday, and all on-campus events and athletic practices will be canceled. All Bolles campuses will be closed and athletics, camps and events will be canceled on Monday.

FSCJ: All classes and activities on all FSCJ campuses are canceled on Monday; this includes online classes. All administrative offices will be closed on Monday. Classes and offices plan to reopen on Tuesday.

UNF: All on-campus activities, events and offices at the University of North Florida Monday are canceled. The university plans to resume normal operations on Tuesday.

City of Jacksonville: All government offices and facilities will be closed on Monday. The Duval County Courthouse will be closed Monday. All Jacksonville Public Library branches will be closed on Monday. The Florida Department of Health in Duval County will be closed Monday. The start of early voting in Duval County was pushed back to begin on Wednesday, as the election center is set to close Monday. 

The Jacksonville City Council committee meetings on Monday have been rescheduled to Wednesday.

JTA: Some JTA bus routes are experiencing delays on Monday due to flooding in some areas. Routes 8 is back in service in San Marco. The St. Johns River Ferry operations have reopened for the remainder of Monday. Skyway operations are suspended Monday. JTA is offering free rides to local shelters. Call 904-630-3100 for JTA customer service. Normal operations are expected to resume Tuesday.

Call Center: The City of Jacksonville's information line will be open throughout the duration of the storm. Call 630-CITY (2489) for more information.

City of Atlantic Beach: Offices remain open on Monday, with no closures anticipated. Solid waste will be collected as scheduled.

City of Jacksonville Beach: Budget and council meetings are canceled Monday.

Evacuations / Shelters: There are no mandatory evacuations for Duval County at this time. Although, residents who live in manufactured homes, older homes, or low-lying areas are vulnerable to flooding and high sustained winds. The city recommends finding a safer location or shelter during the storm.

Starting Sunday, at 5 p.m. the following shelters will be open for anyone who needs them:

  • The Legends Center, 5130 Soutel Dr. (General population, special needs and pet-friendly shelter)
  • Landmark Middle, 101 Kernand Blvd. (General population, special medical needs and pet-friendly shelter)
  • LaVilla School of the Arts, 501 N. Davis St. (General population)

Clay County

All county government offices will be closed Monday, with the possibility to be closed Tuesday weather permitting.

The Clay County Department of Health Back to School event at the Clay County Fairgrounds is canceled.

Trash Pickup: Garbage and recycling pickups will be suspended Monday and are expected to resume Tuesday.

Columbia County

All county government offices, schools and courts will be closed on Monday. 

Trash Pickup: Waste pickup will not operate on Monday, but will resume normal operation on Tuesday depending on the weather.

Shelters: 

  • Winfield Community Center, 1324 NW Winfield St. (Opening at 4 p.m. Sunday)
  • Fort White Community Center, 17579 SW State Road 47 (Opening at 6 p.m. Sunday)
  • Richardson Community Center, 255 NE Coach Anders Ln. (Opening at 6 p.m. Sunday)
  • Westside Elementary, 1956 SW County Road 252B (Opening at 6 p.m. Sunday; Special Needs only)

The Citizens Information Center opened at noon and will remain open throughout the duration of the storm. The hotline number is 386-719-7530.

Nassau County

Nassau County declared a local state of emergency Sunday morning in preparation for Debby.

TUESDAY: All Nassau County schools and offices will open at 9 a.m. on Tuesday. All extracurricular activities are canceled. 

School: All Nassau County Public School District schools and offices will be closed on Monday. This cancelation includes all on-campus events and athletic practices. The district said school employees school plan to work from home and monitor emails for further updates.

City of Fernandina Beach: The MLK Recreation Center will open at 2 p.m. Monday as an emergency shelter for the homeless until Tuesday at 4 p.m., weather dependent. CLICK HERE for a list of closures in Fernandina Beach.

Evacuation: No evacuations are in place at this time. However, flash flooding can occur in low-lying areas. To check if your property is in a high-risk area, visit the Federal Emergency Management Agency's flood map: https://msc.fema.gov/portal/home

St. Johns County

St. Johns County issued a local state of emergency Saturday morning ahead of Debby. No closures or evacuations have been issued for St. Johns County at this time.

The St. Johns County Emergency Management Citizen Information Hotline is open to answer questions from the public. Call 904-824-5550.

Baker County

All county and constitutional offices will be closed on Monday due to Debby.

School: Baker County High School will be closed on Monday. This includes all campus activities scheduled for Monday. Activities will resume weather permitting on Tuesday.

ROAD CLOSURES: The Baker County Sheriff's Office has released a list of closed roads and roads they believe are dangerous. This list will change quickly as water moves. For a list of road closures, CLICK HERE.

Putnam County

All Putnam County government offices will remain open on Monday. This includes all garbage routes and early voting. 

Schools: All Putnam County School District schools and offices will be closed on Monday. This includes all athletic events and practices. The district plans to reopen schools and offices on Tuesday, weather permitting.

Shelters: At this time, there is no plan to open shelters.

Southeast Georgia

Camden County

Camden County Schools delayed the start of school due to Debby, as the school district will be closed on Monday and Tuesday for all staff and students. Camden County Schools will have a planning day for teachers on Wednesday and if weather permits and buses are able to access roads, the first day of school for students will be Thursday.

Camden County officials declared a state of emergency in anticipation of Debby. 

All county offices will be closed Monday and Tuesday, with county government offices expected to resume normal operation on Wednesday at 8 a.m. weather permitting.

Evacuations / Shelters: Residents living in flood-prone areas are advised to evacuate to minimize the risk of becoming trapped by rising water. A shelter will be open Monday for residents living in flood-prone areas considered vulnerable due to medical conditions, self-care needs, or the elderly.

Glynn County 

UPDATE: *Republic Services will halt trash pick up in Glynn County and Brunswick until further notice due to "deteriorating road conditions"*

Glynn County declared a state of emergency Monday morning. 

Glynn County Schools delayed the start of school due to Debby.

NEW CLOSURE: Glynn County and the City of Brunswick offices will be closed Tuesday; Georgia Department of Natural Resources Coastal Regional Headquarters in Brunswick will be closed through Wednesday; Brunswick-Glynn Joint Water Sewer will be closed Tuesday.

SHELTER OPENING: Glynn County and Brunswick are opening an emergency shelter for people displaced by flooding or storm waters due to Debby. The shelter will open at 6 p.m. Monday at Selden Park located at 100 Genoa Martin Dr. 

All school and district offices will be closed on Monday, and staff will work from home to prepare for the start of school. On Wednesday, school staff will return to school and hold an open house. The first day of school is expected to start on Thursday, Aug. 8. 

The College of Coastal Georgia Brunswick and Camden locations will be closed on Monday.

The Brunswick Library and St. Simons Island Library will be closed on Monday and Tuesday.

Ware County

The first day of school in Ware County was delayed due to Debby.

Ware County Schools said the first day of school will be Monday, Aug. 12, with an open house set for Thursday evening.
