Family of Putnam County mail carrier killed by dogs wants independent investigation into her death

Pamela Rock's siblings said no one has taken responsibility for the violent attack, but the family isn’t going anywhere until they get justice.

PUTNAM COUNTY, Fla. — The family of a 61-year-old woman killed by dogs in Interlachen last August is calling for an independent investigation into her death.

Earlier this year, the State Attorney’s Office decided not to press charges against the owner of the dogs, Edgar Jowers, Jr., because records showed he tried to surrender his pets to Putnam County Animal Services multiple times before the attack.

Pamela Rock's brother, Tom Rock said no one has taken responsibility for the violent attack of his sister, but the family isn’t going anywhere until they get justice for Pamela.

“This is really all about preventing this from happening again, whether it’s a postal carrier, a kid going to school or a neighbor walking his dog,” Tom Rock said. “It’s just terrible that something horrible has to happen and almost a year later, no progress.”

Pamela’s other brother, Dick Rock, said the siblings are speaking with state legislators about her death, asking them to help get answers about which agency failed to do its job in protecting their sister from vicious animals.

“A report by the on the scene sheriff’s representative who said he was going to recommend the dog owner be charged as a dangerous dog owner and reckless regard,” Dick Rock said. “That never happened. I want to find out why that didn’t happen.”

The Rock family said the county has no leadership steering it in the right direction to make decisions about how to correct the problem.

While they know nothing can bring her back, her memory lives on through them.

“There isn’t a day that goes by, probably three times a day, you know, ‘What would Pam do? I wish I could call her.’ Just those little things,” said Pamela’s sister,Maria Rock.

The Putnam County Sheriff’s Office and owner of the dogs did not respond to First Coast News’ requests for comment. Chairman of the board of commissioners Terry Turner declined to comment.
