Heavy police activity caused a traffic back up and blocked the far left lane and the southbound right lane.
A concerned viewer called First Coast News to report that there was a law enforcement boat in the water and a helicopter was flying close to the water as well.
As of 9:30 p.m. on Sunday only one lane was blocked.
