Armed man killed by deputies in Putnam County after 2 emergency calls, sheriff's office says

Phillip Allen Baldwin, 31, was involved in two violent encounters with residents over the course of Friday evening and Saturday morning.

SATSUMA, Fla. — A 31-year-old man was killed by Putnam County Sheriff's Office deputies Saturday morning after threatening law enforcement, in addition to his role in carjacking and threatening people with a gun, the agency said.

Phillip Allen Baldwin, who was armed, was shot multiple times at 12:48 a.m. after threatening to shoot deputies, the sheriff's office said in a news release.

Dispatchers received two calls involving Baldwin within a hourlong window. 

At 11:33 p.m. Friday, a woman on Shell Harbor Road in Satsuma called, "screaming for help and referenced a carjacking," the release said. 

Pjeter Kqyra lives on Shell Harbor Road and says he woke up with the commotion.

He said when he went out in the morning, he found his surveillance camera's power cable was cut, his mailbox was plowed over and the power pole in front of his house was bent.

"Still, my wife is shaking, and I'm nervous about what's going on," Kqyra said. "I don't know where we're going to go like this."

While deputies responded to the call, authorities learned of a disturbance in the 300 block of North Second Street in Satsuma around 12:36 a.m. The release said a caller warned of an armed man threatening people. Witnesses at the scene identified Baldwin as the man with the gun.

When deputies approached, they fired after Baldwin "made a gesture of reaching for the firearm in his waistband and exposing the firearm," deputies said. 

After he was struck multiple times, deputies began CPR. He was taken to HCA Putnam Hospital where he died. 

The Florida Department of Law Enforcement investigates all officer-involved shooting. The three deputies involved are on administrative leave per sheriff’s office policy.  

This is the first officer involved shooting in Putnam County since 2017, the agency said. The investigation is ongoing. 

Body camera footage that is currently under review, the agency said. There will be a news conference 1:30 p.m. Monday at the Putnam County Sheriff’s Office.
