JACKSONVILLE, Fla. — There remains more questions than answers in a case where two men were found unconscious by Good Samaritans in the water under the George Crady Bridge after what the Nassau County Sheriff's Office says was a "boating accident."

Early last Thursday morning, the Good Samaritans pulled the men from the water onto the Duval County shoreline and attempted to revive them. When Nassau Fire Rescue arrived, according to the report, they pronounced the two men dead. They have since been identified as Fennis F. Mills, 77, and Rodney J. Hall, 65.

The Florida Fish & Wildlife Conservation Commission, which is at the head of the case, is still investigating. However, a newly-released incident report shows that officials were able to confirm that a boat found nearby belonged to one of the two men.

The boat was anchored, meaning it was stationary and did not crash into the bridge. It had fishing poles nearby with fishing lines deployed in the water, FWC said.

The incident report does not reveal how the men ended up in the water.
