JACKSONVILLE, Fla. -- Heavy rain caused major flooding in some parts of Jacksonville resulting in some roads being shut down for hours.
Drainage ditches along Fitzgerald Street are filled with standing water. The water has receded in the neighborhood, but heavy rain caused flooding in Daniel Liverman's yard.
"Like this morning if I wanted to, I couldn't get out," said Liverman.
Liverman can't navigate his electric wheelchair over the saturated ground, it's happened before, but it's always frustrating.
"My nerves are about shot sometimes," added Liverman.
Several parts of Jacksonville faced the same problems after a heavy downpour. McCoy Creek Boulevard was shut down for hours Thursday between the 2500 and 2700 block.
"I been out here 30 times over the year. Every time it rains, it pours and the grass, the weeds and the leaves stock things up," said an employee from Acme Barricades.
Residents in these areas may face the same headaches the next time it pours, but some relief is on the way.
The U.S. House approved a bill that would block substantial increases in flood insurance premiums as set forth by a 2012 law. The Homeowner Flood Insurance Affordability Act would cap annual premiums at 18 percent, a big relief for property owners paying higher premiums because they live in flood prone zones.
Liverman and his wife say flooding hasn't caused any damage to their home, but they are bracing for the start of spring.
