Nassau County contractor accused of accepting money from clients, without 'doing any work at all'

NASSAU COUNTY, FLORIDA, Fla. — A Nassau County contractor has been arrested again after he was investigated for taking money for work and quote

Paul Arnett Rushing, 54, of Yulee, was arrested by the Nassau County Police Department on charges of organized fraud under $20,000 and three counts of grand theft between $5,000 and $10,000 on Friday.

The investigation that led to his new charges began shortly after he was previously arrested May 16, also by NCSO. 

His May 16 arrest stemmed from six outstanding felony warrants from in Camden County, as well as a warrant from Glynn County, for theft by deception. In Nassau, he was charged with an additional charge of grand theft over $5000.

Police say a client in Nassau paid him $9,778 and neither Rushing or his company completed any work within 90 days.

The subsequent investigation began on May 22. Rushing's arrest report says a client was quoted $1,215 for a deposit by Rushing's company for "hurricane fabric." 

He paid the deposit, but police say the requested work was "never done or even started." 

Rushing's arrest report says that the account the victim deposited the money in was being used for "personal effects such as two $4,000 withdrawals at large casinos." 

Police aware of multiple other victims also. One told police that Rushing had gained their trust by telling them he was a "combat veteran" who was cheating them out of their money. This victim told police that when he left their home on the day of this conversation, he was "never seen or heard from again." They attempted to sue him, but were unsuccessful.

The officer who wrote the report said he is aware of several other incidents of Rushing accepting funds from potential customers "without doing any work at all."
