JACKSONVILLE, Fla. — A Jacksonville man is in custody on voyeurism charges after police say he was walking around an unspecified neighborhood with a bucket and lube.
Roderick Penn, 22, is charged with voyeurism, and loitering/prowling, both misdemeanors. The incident location was redacted from JSO's report.
Officers responded to a complaint of "voyeurism and prowling" Tuesday around 10:11 p.m. On a camera, witnesses said they saw Penn with a bucket outside of a minor's window looking in. When Penn was confronted, he ran off and dropped a bottle of lube in the yard, according to the report.
Officers found Penn in between two homes, and asked him what he was doing. Penn replied he was "just walking around." Officers found a vape pen, keys, a phone and a tube of Equate lubricant on Penn. Penn's comments to officers were redacted.
Witnesses also saw Penn go between two houses with an Orange Home Depot bucket, the report said. The report does list Penn's home address in the Sherwood Forest neighborhood.
The report said the person who made the complaint also noted an incident from April 21 around 10:47 p.m. regarding Penn. That incident also caused the complainants to put up a 6-foot privacy fence around their backyard, officers said.
Penn's arraignment is scheduled for May 29, court records show.
